Why not? Europe and uk can also block usa companies from merging if they are active on said markets.
Think europe blocking the nvidia and arm deal ( china and usa ) or nearly blocking the microsoft and activision (usa and usa) takeover (after which it was green lit after a pinky promise from microsoft )
