The failure persists throughout high school, leaving millions of students effectively functionally illiterate by the time they graduate.

Someone think of the call centers!
Obviously illiteracy is something to be legitimately concerned about. But “call centers” is not the reason why.
Call centers are all moving to AI anyways, they only exist to get rid of annoying customers and don’t actually provide any help - AI can get people to give up twice as fast.
